XTCE13 — CNES CCSDS -- inside/outside range support in ValidRange

"The issue is partially fixed. The new attribute rangeForm shall be also used in ValidRange and not only in AlarmRangesType.

The use of this new attribute allows to simplify the definition of ranges (in replacing minInclusive, maxInclusive, minExclusive and maxExclusive with min & max)."

The inside/outside flag does not interact with ValidRange – annotation improved

The authors are concerned that the purpose of ValidRange may be misinterpreted and propose to improve the annotation. It is not yet conceived or seen that a ValidRange could have an "inside" or "outside" rangeForm use case, although we are open to be shown an example if this is truly needed.
