XTCE13 — Text in specification is aging and could use some minor edits

    The specification document will need minor changes:

    • reflect the 1.3 version and an updated namespace date in the URL
    • add newest OMG member participants for the specification
    • correct some grammatical errors
    • move in the direction of aligning some wording with other space related specifications, most notably those from the CCSDS
