(2) Change the sentence that currently reads "In borderline cases, RuleSpeak best practice is the following:" to "Refer to the RuleSpeak best practices presented in [Ross2005]." Retain the fotnote (7). Delete the boxed item entirely. (The use of "should" is too confusing without additional explanation.)
