Issue:

“Admonition” and “Affirmation” are both elements of guidance that there is not a business rule where one might be expected (especially if members of the semantic community have been acting as if there were such a rule).

There is only one concept there, and “Admonition Statement” and “Affirmation Statement” are two different forms of representation for it.

Proposed Solution:

Replace “Admonition” and “Affirmation” by a single concept. The detail of the change may depend on the restructuring around “Directive” and “Guidance” that was discussed at the London face-to-face meeting.
