    The current notion of "actionable" falls short in several regards:

    • It does not take into account structural (definitional) rules.
    • Its wording is based on "complying", which is only appropriate for operative (behavioral) rules.
    • It fails to address the issue of lexical indexicals – conversational references to person, place and time.

    the proposed revision.
