Summary:
SBVR vocabularies are represented (e.g. in SBVR.xsd) as "Instantiation" types, when sections 13.1.1 and 13.3.3 say they should be mapped to packages

Disposition: Resolved — SBVR 1.0b2
-
Disposition Summary:
A metamodel generated from each SBVR vocabulary (e.g. The Meaning and Representation Vocabulary described in Clause 8) is created based on the mapping rules in clause 13, and that metamodel is, in UML terms, a package. A designation for such a vocabulary (e.g. 'Meaning and Representation Vocabulary' defined in Clause 7) is mapped, liked every other designation for a noun concept, to a subclass of the Instantiation Class. This double appearance of "Meaning and Representation Vocabulary" results because SBVR is in terms of itself and is not a problem. Add a note into clause 13 to clarify how a vocabulary namespace might appear to be mapped more than once.
