RLS — Ambiguity in 'rla' attribute description in RelativeDatum class

    The description for 'rla' attribute in RelativeDatum class (Table 6)
    is somewhat ambiguious. The second sentence 'If the base attribute
    contains structural information, ' shall be modified as following: 'If
    the base attribute contains structural information, or if the
    coordinate reference system in target holds no relation with other
    coordinate reference systems,'.
