MVF11 — Update the informative 'load' file for MVF to incorporate latest metadata

Licensing and other details have been updated in the various MVF ontologies, but that has not been done for the informative 'make file' for ease of loading of the ontologies in various knowledge graphs or other tools.

This issue strictly involves updating the metadata in that file, with no change to the specification itself. It depends on the resolution of issues in Ballots #2 and #3.
