DDSXTY12 — Align with IDL4

In order to simplify the XTypes Specification document and to avoid duplication and/or contradiction, the sections in the XTypes Specification that describe IDL-specific details should be moved to the IDL4 Spec and refer to that spec rather than duplicate the work in both specs.

Align specification with IDL 4.1

Remove duplicated definitions where we can simply point to the appropriate section in the IDL 4.1 specification.

This involves for the most part updating annotations that are called differently in the IDL 4.1 specification.

The revised text contains the annotations @try_construct and @default_literal that were added as part of the DDSXTY12-119 resolution (Sections 7.3.1.3.10 and 7.3.1.3.11 of dds-xtypes-v12_section_7_3_1_3_10_and_7_3_1_3_11_v5.docx, which was attached to the resolution of DDSXTY12-119).
