C2MS13 — Consider a mechanism to request archived Messages of certain types

TLM, MVALs and Product Messages can be retrieved from the archive (each in a different manner), but it would be useful to define a way to retrieve archived messages of the following types:

• Event
• Command Request
• NDMs

In the case of NDMs should have a way to get the most recent one of the given type.

Note that all other message types seem to be more ephemeral in nature, not needing to be able to be recovered from an Archive. For example, it wouldn't have any meaning to bring back old heartbeat messages, but the same could be said of most others, as well. Rationale for why others types (example LOG) should not be recoverable from an archive is that all the messages above relate to SATOPS data related to direct interaction with the SV, while something like LOG, Directive, Configuration Status, Contact Reservation Request, are all just transient "processing" messages.
