C2MS13 — TLM Processed Frame MSG doesn't contain DATA

    TLM Processed Frame MSG doesn't contain DATA. Should it? In other words, while it is supposed to be a hybrid with both the frame and MNE data, and it does contain information about the frame, it doesn't contain the frame itself.

    Note that when changing this, need to update the Message Series Example as well, as it contains that same message.

    Note that there is a question of whether this message can just be deprecated. What is the point of it?
