XTCE13 — Add event message support

    Events not in scope, no agreement

    Two issues with this one push into defer. Firstly, it's (probably) not within the original scope of the XTCE RFP. Secondly there no complete agreement on what this means – some mean a message from the spacecraft, whereas other means a ground side message.

    Given that, it should (probably) be deferred for some "XTCE 2.0" RFP.
