XTCE13 — Move Alarms outside of Type Area

Move Alarms outside of Type area. Alarms may change a lot and it may be easier
to have them set in the Parameter area, further alarms and calibrators, as well
as the time types reference Parameters directly which seems inconsistent with
them being in types.

Moving Alarms and/or Calibrators to Separate Sets Deferred

Adding an extension to the specification to define Alarm and Calibrator data outside of the Parameter and/or Argument Type area is a wise idea. There is support for this, but not resources to devote in the 1.3 timeframe. We propose to defer this to the next revision.
