XTCE13 — Should RestrictionCriteria should be assignment not operators for Commanding?

    RestrictionCriteria seems incorrect for commands. the value checked are
    inserted to form the command, operators seem a little strange, maybe only '=='
    makes sense, etc...

    Changing RestrictionCriteria in MetaCommand scopes to a 2.0 proposal

    The point is well noted that the RestrictionCriteria element for MetaCommand definitions seems to be an awkward construct, although it is in use by end users and vendors for the intended purpose. This type of change cannot be done by a minor revision task force. It would not be backwards compatible and some work for implementers to change this where a "bug" does not really exist. This would need to be something that is handled by a potential 2.0 RFP.
