XTCE13 — Type inheritance missing from Absolute and Relative time data types

    Absolute and Relative time should have a "baseType" similar to the other scalar data types. This is probably an oversight.

    Base Time Data Types were previously added

    In a previous resolution, BaseTimeDataType and ArgumentBaseTimeDataType were applied to AbsoluteTime and RelativeTime Parameter and Argument types. In addition, all 4 do contain the baseType attribute. It appears that this issue has been overcome by events.
