    2.3.1 the first bullet is very vague for a compliance point and requires rewording: The first sentence has no verb. The second sentence is too vague with respect to 'designated extension areas' and 'the nature of the extension' and 'where applicable' and 'where appropriate'.
    The second bullet does not say how the differences section is to be processed (and the differences section itself does not give that detail).
