Summary:
This problem is preventing me from implementing an XMI 2.0 Schema generator for a MOF 1.4 metamodeling environment. In Section 2.2.1, rule 6f, nested Package elements contained within the complexType definitions of their encapsulating Packages refer to global Package element definitions using the namespace-qualified name of the nested Package. But global Package elements are never associated with their namespace-qualified names, so the reference cannot be resolved. Rule 6a, which defines namespace-qualified Package names, only gets used a single time during schema generation: in rule 6f. This makes it impossible to correctly generate a schema from a metamodel which includes nested Packages.

As per the resolution to 9694, PackageElements serve no purpose and so this can also clear up this issue by deleting the whole of rule 6 in section 5.2.
