XMI24 — Unclear XSD production for external metamodels

The XMI production rules do not cover the case where a metamodel references elements in other metamodels (e.g. through a Generalization or the type of a Property/Association). Though the Document production rules provide for the use of hrefs, this is not covered in the XSD production e.g. I would expect an xsd:import element (note that MOF does not require packageImports for this case).

The use of Imports is covered in the resolution of 9692.
