    7.1.4.4.6 HighLevelOperationalConceptIt says "Note: a background image may be associated with the HLOC, which is referred to by the backgroundImageURL attribute." This is borrowed from MODAF, but unfortunately UPDM didn't borrow the attribute itself.

    Resolution This was deemed to be implementation specific (as each tool vendor will support this in a different way). We should document this somewhere in the specification and remove the reference to the non-existent tag.
