    Fig51 - Mission & States. Mission is hardly used in MODAF. Not sure we need to describe its states, and even if we did, we could do nothing about them, so seems pointless. Also would be incompatible with MODAF.

    Since we are moving Mission into the DoDAF Only section, this doesn't effect a MODAF implementation (see [UPDM_00216 / OMG Issue <tbd>]). For this reason, we'll leave Mission with the ability to have StateMachines.
