UPDM — ensure that constraints are placed on the combination of Project, ProjectMilestone and ProjectThemeStatus

In order to generate a view like the MODAF specified AcV-2, we need to ensure that constraints are placed on the combination of Project, ProjectMilestone and ProjectThemeStatus

Rationale The current approach is so loose that nothing useful could be generated from the model data.
Resolution: Each Project should only have one association to a ProjectMilestone, and each ProjectMilestone should have ProjectThemes that are all connected to the same ProjectThemeStatus. This means that each type of Project will use the same ProjectThemes (e.g. Lines Of Developments) and the same statuses (e.g. colour codes, etc).
