    The intention behind allowing any Resource to realize a Capability was to stop the creation of lots of dummy CapabilityConfigurations with one Resource in. This makes a lot of sense but unfortunately it hasn't been implemented throughout the rest of MODAF/UPDM. The milestones (for example CapabilitiyIncrementMilestone and ConfigurationDeployed) are only connected to Configurations instead of all Resources.

    Rationale Currently, if you've only connected a single Resource to a Capability it looks like you have a shortfall in the StV-3 (as you cannot connect it to any milestones). Alternatively, you have to create dummy CapabilityConfigurations which then makes connecting other Resources to Capabilities pointless.
    Resolution: POTENTIAL SOLUTION: Allow milestones to connect to any resource and change the stereotype names and tags appropriately.
