UPDM — Actual measurement

DoDAF treats measurements as ACTUAL measurement at some (past) time. UPDM measurements are requirements for future.

Adding a time for an actual measurement, i.e. target, future or present.
Try to consider pattern matching with SV-9 proposal.

We'll do two things:
Add a tag called "date" which will contain the ISO Date Time.
Add an enumeration tag called "intention" with three literals; "Result", "Required", "Estimate". The purpose of this tag is to identify what the date and values relate to.
