    In an OperationalActivity if a callBeahviorAction that references a stereotyped OperationalActivity but is NOT contained in a partition that meets the OwnedBehavior_rule constraint, then the constraint fails. It should be valid if the context of the activity referenced in the call behavior action is owned by the context of the OperationalActivity that owns the call behavior action.
