    Rationale We need to provide a mechanism for people to classify their rules otherwise it will quickly become unmanageable.
    Resolution We'll add an abstract Constraint stereotype that has an additional enumeration tag definition. OperationalConstraint and ResourceConstraint will be made specializations of this.
