UPDM — Both UPDM and SysML profiles must be applied

    Since the UPDM L0 profile refers to imported SysML stereotypes, according to the UML 2.1 specification the SysML profile must be applied to the model before the UPDM profile.

    Fix using UML RTF process, involves clarification of PackageImport and SubProfiles.
    Needs to be discussion with Pete Rivett/Architecture team but intended resolution is that text added to spec stating that SysML profile needs to be added first. But I do not think this is the whole issue
