    It's using a tag for something that already exists in UML.
    We will remove the tag definition and use the "realization" role to connect the two InformationFlows together. There should be a constraint that the ends of the ActualOrganizationRelationship must be instances of the ends of the "realized" Commands/Controls relationship.
