    this Boolean attribute is meant to describe the fielded status of a
    capability. However, the reality is far more complex – the capability may be implemented
    (and therefore fielded) in many possible ways. In addition, there are levels of fielding (IOC,
    FOC). This problem may be related to the UPDM misunderstanding of the concept of
    Capability.
