UPDM — Capability

the UPDM spec states “The Capability is expressed in terms of the Resources
required to implement the Capability”, which is in clear contradiction to the way capability is
used in the MOD and the MODAF Stratgic Views. The whole idea of the capability concept is
for architects to specify their requirements INDEPENDENTLY of how it is to be
implemented (i.e. the resources to be used are deliberately not stated).
