UPDM — Strategic Views

There are a number of concerns about this package in the UPDM specification. There does not
seem to be a clear understanding of what a capability is and how it relates to other parts of the
architecture; the logical (OV) and physical (SV). Capabilities in UPDM have a strong equipment and
systems focus. In MODAF and M3, capability an ability to do something, which may or may not be
achieved by procuring / using equipment – e.g. it may be possible to provide a capability increment
simply by re-training soldiers
