    in UPDM, a needline is specified as a requirement to exchange information. In
    an as-is architecture, it would not be a requirement, but a logical representation of an
    existing information exchange. It should be noted that the UPDM definition is probably in line
    with DoDAF in this respect, but not with MODAF
