UPDM — Project

the UPDM description of Project confines it to the procurement of systems. The
MODAF approach says nothing about the type of project. This has been deliberately done in
MODAF to allow for capability increment projects that achieve the increments through
other means than equipment – e.g. revised doctrine, re-configuration of battlegroups, etc.
