UPDM — OperationalCapabilityRole/ OperationalCapabilityRoleCompetence

· The fact that the first entity is supposed to be a specialisation of operational node is strange. It would also seem to belong squarely within the System View entities. Since the relationship is already there based on MODAF/ NAF entities it is considered questionable whether this is actually required.
· The association extension seems questionable at least from a MODAF/ NAF perspective.
