    Direction is not clear
    Name is not informative
    There might be a read-only library of Competencies, so modification is not wanted.

    Solution

    Change metaclass to Usage or Dependency.
    Add derived tags to both ends (at least to the target) to maintain bi-directional navigability.
    Change name to “providedBy”
