    DoDAF spec says that a TimedTechnologyForecast should be linked to exact system and exact standard. Current profile allows linking a Forecast to a SystemGroup and TechnicalStandardsProfile only. A Forecast could be a relationship, linking Systems (or other entities) with Technologies and Standards
