GEMS18 — Clarify GEMS Transports and PSM support

    Transport-related content exist in the current spec PSMs. This content should be moved into separate new Transport-PSMs as follows:
    1. PSM - TCP/IP
    2. PSM - HTTP/HTTPS

    A section that describes how each Encoding PSM maps to these Transport PSMs should be added.
