Reject issue as the claim of requiring compliance with DDS-XTYPES is not correct
An implementation compliant with DDS-WEB is not required to implement or comply with DDS-XTYPES. The dependency on DDS-XTYPES is simply a reuse of some syntactic elements, specifically the syntax of the XML description of types and data.
It is entirely possible to comply with DDS-WEB and not implement DD-XTYPES all it is required is to understand the syntax of those XML documents and implement the proper parsers.
Stated differently the dependency on DDS-XTYPES is similar to the dependency on other specifications like as dds4ccm, the IDL, XML, and XSD specifications. It just points to specific document syntax defined on those specifications to avoid duplicating that syntax in the DDS-WEB specification.
