Summary:
Today the term "Web Applications" usually refers to HTML5/JavaScript applications. Assuming this mainstream interpretation, the mars/13-05-21 is not at all providing "Web-Enabled DDS".
This recommended specification should be split into a W3C and a REST PSM for DDS. In any case the name should be updated accordingly to avoid confusing end-users, claiming "Web-Enabled" when the mars/13-05-21 is really "Web-Disabled".

The specification defines the means for applications using standard web protocols (HTTP/REST) to participate as first-class citizens as publishers and subscribers of data in the DDS Global Data space. This participation is realized by exposing a WebDDS Object Model and making it accessible via web-protocols as a set of REST resources, or some other standard web protocols (e.g. SOAP).
The specification therefore enables applications built on various web technology stacks (e.g. JavaScript, Python, PHP, Perl , etc.) to communicate with native DDS applications. So the name "web enabled DDS" is precise and appropriate.
