Summary:
The permission schema defines starting and end dates of validity as 'strings'. Why not use the XML schema standard built-in datatype for 'date' instead? It would be more appropriate.

Change the Permissions schema to use xs:dateTime
Replace use of xs:string with xs:dateTime in permissions schema
Apply also the change suggested inDDSSEC_-139which was merged into this issue -
