    CSIV2 service context element, SecurityAttributeService,
    must be assigned a service id.

    Description:

    const ServiceId SecurityAttributeService = xx;

    A numerical value must be reserved within the OMG service
    id space to identify CSIv2 service context elements. The
    value will replace the temporary value ("xx") appearing in the
    submission.
