Summary:
The specification is currently weak on its description of what must
be done by a TSS with respect to designating a "stateful" value in its
IOR's, and in defining under what circumstances a TSS may claim stateful
conformance. In particular, the spec does not currently state whether or
not a TSS must be stateful for all of its mechanism definitions, at all
of its target objects in order to claim stateful conformance. The
following paragraphs should be included to clarify these two issues. -
