    While in state "Waiting for Request", The TSS state machine will accept
    an unprotected request, without consideration of the target CSIv2
    security policy.

    Also the specification does not describe what is supposed to happen when
    a target's mechanism definitions/policy requires SAS (i.e. client
    authentication) and the CSS does not send an EC.
