CORBA24 — reference_to_servant raises ObjectNotActive, WrongAdapter, and WrongPolicy

    1. According to CORBA V2.3 spec, 99-10-07.pdf, section 11.3.8.22,
    reference_to_servant raises ObjectNotActive, WrongAdapter, and WrongPolicy
    exceptions.

    This is inconsistent with the method signature specified in the poa.idl (section
    11.4). According to the idl the reference_to_servant raises only
    ObjectNotActive and WrongPolicy exceptions.

    It is requested that the signature of reference_to_servant in poa.idl be changed
    to match the description in section 11.3.8.22.
