CORBA24 — Pragma version 2.3

    Since pragma version only applies to the name given in the
    pragma and not to anything in the scope of the name this
    means that the rep id of things like Bounds and BadKind are
    still "...:1.0":

    1. pragma version TypeCode 2.3
      exception Bounds {};
      exception BadKind {};

    This is just one example of many things inside version 2.3
    pragma'ed scopes that are defaulting to 1.0.
