CORBA24 — how are valid ORBids determined

Section 4.5.1 of the CORBA core document explains the ORBid argument to
ORBinit. However, it is sufficiently vague to present implementation and
usage problems.

It says:

"All ORBid strings other than the empty string are allocated
by ORB administrators and are not managed by the OMG."

It fails to define ORB administrator. This administrator could be the
developer of the application calling the ORB, or it could be the
administrator of the machine on which the ORB will run, or it could be the
developer of the ORB itself. Each answer to this question may result in a
different mechanism for determining if a supplied ORBid is valid.
