CORBA24 — return type of TypeCode::fixed_scale()

    in 10.7.1 the fixed_scale() operation is defined to return a short but
    the 'scale' value of a fixed type is defined to be a positive integer
    (in 3.4 (96)) and also in the C++ mapping.
    It seems to me there is some inconsistency here.
