CORBA24 — symbolic constants for minor exception codes

    in section 3.17.2, we show all the minor codes for exceptions. Unfortuantely,
    these are all magic numbers rather than symbolic constants. In turn,
    these means that I can't write portable code unless I use the magic numbers
    directly.

    It would be nice to have constant definitions for these instead, so I
    can refer to minor numbers in the code without having to resort to
    hard-wired magic numbers.
