CORBA24 — Semantics for DynAny::equal underspecified

CORBA 2.3.1, 9.2.3.5 says: "Two DynAny values are equal if their
TypeCodes are equivalent and, recursively, all component DynAnys have
equal values."

We already added text in the Y2K RTF to clarify equal for object
references & typecodes, but this leaves an exercise for the reader to
figure out what equal means for some IDL types, particularly fixed,
sequences & valuetypes. I believe that an experienced person thinking
about it can come up with the correct rules, but why leave it up to
mistaken interpretation.
