CORBA24 — Do valueboxes have factories?

    Nowhere in the CORBA 2.3 specification is it made clear whether or not
    valueboxes have or need a valuefactory.

    Since valueboxes are clearly completely concrete types, with no
    operations, and with no factory initializers, there is no need for a
    factory for valueboxes.

    Proposal:

    Add the following to secion 5.2.8.1:

    "Value box types do not need or use factories."
