CORBA24 — create_POA and inactive state?

    what should happen if I call create_POA() on a POA whose POA manager is
    in the inactive state (that is, a POA on which, previously, deactivate()
    was called?

    The spec says nothing about this. Seeing that creating a new POA on a "dead"
    POA doesn't make sense, I would suggest to raise BAD_INV_ORDER, possibly
    with a new minor code.
